Why does the calculator not come with rates filled in?

Because Meta changes them and publishes them per country and category. You take them from the official pricing page and enter them; that way the result is always today’s, not the day we wrote the page.

Which messages are free?

Replies and utility messages sent within the 24-hour window after the customer wrote to you. A cart sent right after the customer commented and wrote on WhatsApp falls here.
